The problem isn’t that research evidence is irrelevant to policy. The problem is that “evidence” has been defined to exclude most forms of human knowledge and experience.
Real evidence-based policy would include all forms of relevant evidence: academic research, community knowledge, practitioner experience, user feedback, and administrative data. It would recognize that academic research is one source of evidence among many, not the supreme arbiter of truth.
The current system doesn’t serve evidence-based policy. It serves research-institution-based policy, which is a fundamentally different thing.
